Background and Context of Debate:

Hello, dear ladies and gentlemen!? “From all crises of any origin crisis of water resources brings an attention to the question on a survival of the Earth” - so the general director of UNESCO Koitsiro Matsuura has told. And it is valid so. Water is a source of a life on the Earth. Fresh water on a planet only 2%, and pure and suitable to the use? In general scanty quantity. daily 30 thousand people die of the illnesses caused by bad quality of potable water, and in some places because of its absence. We talk about such place of our blue sphere in our case. It will be a question of process of privatization of water resources in Africa. 2\3 of all water resources on a planet for today are in a state ownership. That to the state to solve a problem of maintenance of the population water, the round sum of money is necessary to it. For example, we shall take the country which enters into the seven of the most developed countries of the world? Canada where to improve a condition of water, 49 billion canadian dollars only on reconstruction of system of water supply was required. And 41 billion canadian dollars more on construction of a new infrastructure. At the state of such money is not present. In Canada the problem has been solved by means of the private companies. And now let's present for a moment, what means are required for improvement of a situation in Africa. Naturally, at the African states of such transcendental sums is not present. And a unique output from the developed situation? It is privatization of water resources of Africa. And consequently our command takes of a position completely supporting process of privatization of water resources in today's game. We approve, what? Municipal water supply by the private companies more effectively, than management of the state and local authorities?. And now we shall put forward 4 arguments completely justifying our choice.

Argument 1. If to transfer municipal water supply in Hands of the private companies water supply in the countries of Africa will be adjusted.

And it will promote improvement of health of the nation. Let's present such situation. In any African country municipal water supply takes over the private companies. They adjust water supply and water delivery to all inhabitants of this country. The companies cares of that this water corresponded to norms that it was pure and it was suitable for the use. And after build all new infrastructure which in Africa practically is not present. Similar experience possess Chile and Argentina, Gabon and Cambodia, Guinea. Privatization in these countries has rescueed lives to millions people. We do a conclusion: unlike the state, the private companies can provide access to potable water for people in Africa. And it means, that account 1-0 in favour of privatization.

Privatisation lead to incresing of prices for water. When compqnies get water into their hand they will increase prices into n-times. It's logicaly, because when company spend money for water, they lose biggest amound of money. They want to take there money back. The only way - increacing of prices. It's not just words, such situation hapend in Bolivia, when private company bought fresh water in this country, they wanted to take there money back. And prices increased in 12 times. It caused social demonstrations. Result: 2 persons killed. And this is not only example: the Philippines - prices incresed in 10 times.


So, privit. is not good.





Argument 2. Quality of water and sanitary position in the countries of Africa where privatization will be lead will improve

When the company has redeemed municipal water supply at the state, it cares of that that water which it will sell, corresponded to sanitary norms. In it the companies will be interested all, and that will have to pay the considerable penalty. The similar situation has occured in Puerto Rico where the state, having proved that fact, that the private company negligently concerns to the responsibilities and cares only of thickness of the purse, has brought an action and has carried case, having received thus a round sum at a rate of 6.2 million American dollars. Other companies have taken this case on a note, and somebody from them will want to repeat that bitter experience. And as support of privatization and argument about sanitary position it is possible to give an example the USA where before privatization 41 all potable water mismatched sanitary norms. In a year after carrying out of privatization all water began to answer all norms. As you can see, dear ladies and gentlemen, privatization will bring in the countries of Africa still and improvement of quality of water. We do a conclusion: unlike the state, private The companies can improve quality of water and stabilize sanitary position. And it, in turn, will improve health of people. According to the CART, 80 all illnesses are connected with quality of potable water. Hence, the account already 2-0 in favour of privatization.

Argument 3. It will be favourable to the states and the companies from the economic point of view.

It not a secret, that each company is interested in receiving profit. Therefore to the company people will deliver pure potable water to the population, and, seeing, that water corresponds to their requirements, with pleasure will buy this water. And it is profit for the companies. For example, we shall take privatization in Argentina. There, at privatization the World bank has allocated to Argentina for carrying out of privatization 30 $ millions. 25 from cost, and the company has received profit after privatization $100 million As you can see, to the companies it will be favourable, As to a question on the state. First, the state will be released from the economic responsibility for delivery, clearing, improvement of quality of this potable water. In the second, to the state will not have to spend the huge sum of money for reconstruction and stabilization водоносной systems (we shall remind, this sum makes in Canada 95млрд. Canadian dollars). Not always the state has such means for all it. And also, from the states which have approved privatization, the external duty will be removed. As an example, it would be desirable to result a case of successful privatization. It is the country Mozambique. After transfer of water resources to hands of the private companies the external duty has been removed from this country at a rate of 3,7 billions of dollars. All the countries of Africa have an external duty. Some debts exceed even the sum of a duty of Mozambique. And it is argument in support of that to the states and the companies privatization will be favourable. We do a conclusion: privatization can help poor economy African стран.3-0 in favour of privatization.
