Should the mentally ill be exempted from the death penalty?

Background and context

The mentally ill sometimes commit horrendous crimes, which many believe warrant the death penalty. Yet, others argue that the death penalty for the mentally ill is unfounded, that it is an excessive punishment for individuals that may not be fully conscious of their crimes, and willful in committing them. This has created a long-standing debate regarding whether the mentally ill should be exempted from the death penalty under certain circumstances.
