The United States is most responsible for building international laws against torture

The United States rejected torture even in its worst wars (more severe than the War on Terror)

If the United States rejected torture during the Civil War, WWII, and Vietnam, it should never perform any form of torture under any conditions in the War on Terror, a relatively much less significant struggle by historical comparison.
