University of California Berkley Political Science Slide Show - "Political problems - The Clean Air Act requires all utilities generating electricity to use the "best available technology" to remove pollutants from emissions in coal-fired plants. All firms are required to install "smokestack scrubbers". But electric generators burn different types of coal.
- Anthracite: a "hard" coal with more carbon, which produces less
pollution
- Bituminous coal: a "soft" coal; produces less heat & more pollution
